Description: Also known as a Historic Preservation Overlay Zone (HPOZ/HPZ), an HPZ is a city-designated historic district composed of a group of buildings (either an entire neighborhood or part of a neighborhood) that are related to one another historically, architecturally, and/or culturally. All development and improvements that affect the exterior of structures within the HPZ, even those that do not require building permits, are subject to design review and in some cases historic review may involve separate reviews by the local advisory board, the Tucson-Pima County Historical Commission, and City staff, with final action by the Planning Director or Mayor and Council. The various review processes are intended to preserve the archaeological, historical, architectural, and landscape architectural characteristics of existing sites, structures, and districts in order to preserve property values and enhance the character of historic neighborhoods.
